If Israel is targeting Gazan civilians, why is Hamas hiding behind Gazan civilians?

If Egypt did not close their border with Gaza, there would not be any civilian casualties. All the Gazan civilians would be in the Sinai in a tent city. Israel would have won the war in a few weeks. Israel would have cut off the power to the tunnels. The terrorists would have had to surrender.
